Access to Work Mental Health Support Service
PeoplePlus anticipate bidding for the Access to Work Mental Health Support Service that is being commissioned by the Department for Work and Pensions. The commissioner intends to award 2 national contracts covering England, Scotland, and Wales.
The Access to Work Mental Health Support Service is expected to engage with employees and employers to offer information, advice, and support, to deliver workplace adjustments, help employees retain or return to employment and promote a resilient workforce.
PeoplePlus is seeking end to end delivery partners who can support our proposed service in England, Scotland, and Wales. We are looking to partner with organisations:
- With a strong track record of delivering DWP Access to Work assessments or similar workplace assessments to people who need mental health support.
- Delivery staff who are professionally trained in mental health support services.

Glasgow's Approach to Employability

PeoplePlus is seeking expressions of interest from organisations that can support with the following services in Glasgow:
Lot 1 - Key Workers - Lone Parents
- An Employability Key Worker Service to support Lone Parents living with dependent children.
- Unemployed, in work but experiencing low pay, limited access to promotion, lower levels of qualifications, or be underemployed.
- Engage participants to move towards or progress in employment, education, learning, volunteering, and training and provide support to access a range of services and supports that enable this progression.
- Consider whether a transitional support package should be provided for parents moving into education or employment, to help with costs prior to receiving their first wage, bursary, grant etc. and outline how this will be administered.
- Partnership approach –target group (LPs) and other Tackling Child Poverty priority family groups
Lot 2 - Keyworkers – Ethnic minorities
- Support individuals to develop knowledge, skills, and experience required to access and sustainable, well paid secure employment.
- Support individuals to develop knowledge, skills, and experience required to access career progression and promotion.
- Support long term programmes rather than short term engagements to allow space for training and development.
- Support businesses to improve outcomes for potential or actual employees.
- Support businesses to challenging direct and indirect forms of racism within the workplace, including recruitment and retention of staff.
- Target groups will have a particular focus on disabled ethnic minorities, ethnic minority women and ethnic minority migrants.
Lot 3 - Keyworkers - Addiction, Homelessness and Criminal Justice
- An Employability Key Worker Service to support people with experience of Homelessness, Criminal Justice system and in recovery from Addiction.
- Engage participants to move towards or progress in employment, education, learning, volunteering, and training and provide support to access a range of services and supports that enable this progression.
- Partnership approach –Lead partner should engage with Social Work; 3rd Sector and Grassroots Organisations
Lot 4- Keyworkers - Disabled People
- An Employability Key Worker Service to support disabled people/people with a health conditions (including mental health)
- Engage and progress participants to move towards or progress in employment, education, learning, volunteering, and training and provide support to access the range of services and supports that enable this progression.
- Work with participants to complete an individual, holistic needs assessment. A joint action plan, tailored to the needs that have been identified will be developed. The participant will be supported to achieve the actions set and to access the services that will address actions.
- Support will be provided for at least 12 months but or longer if required.
- Partner across all service categories
- Employer Engagement and Supported Employment models

ITT Issued Mid November 2023
ITT Closed Mid December 2023
ITT Evaluation Complete January / February 2024
GCC Internal Process Complete February / March 2024
Expected Award Date March 2024
Start Date April 2024
It is important to note that there is an expectation that organisations completing this EOI will have the relevant geographical/local knowledge and the contract delivery experience that relates directly to lots 1 and/or 2, 3 & 4.
